Those who have obtained the third level testing license for the installation (repair, testing) of power facilities can undertake the testing of transmission, power supply, and power receiving facilities below 110 kV. The applicant for the license for the installation (repair, testing) of power facilities in the third level testing category shall meet the following conditions:

（1） Having legal personality and a well-established organizational structure;

（2） Having more than 2 consecutive years of testing experience in undertaking power facilities of 110 kV or above, or having more than 4 consecutive years of testing experience in undertaking power facilities of 10 kV or above;

（3） The registered capital shall not be less than 10 million yuan, and the net assets shall be more than 12 million yuan;

（4） The technical leader has more than 5 years of experience in power facility testing management and holds a professional technical qualification of power engineering or above;

（5） Having no less than 40 technical and economic professionals (including senior technicians, technicians, and senior engineers), including no less than 20 senior engineers, engineers, and engineering technicians in the field of electrical engineering;

（6） Establish a safety management organization, with safety engineers holding professional technical qualifications at or above the level of electrical engineering engineer; At least one full-time safety supervisor shall be appointed;

（7） Having a fixed business premises with a total area of not less than 800 square meters, and equipped with various professional laboratories and testing equipment capable of testing transmission, power supply, and power receiving facilities with voltage levels below 110 kV;

（8） Having a sound technical archive management system;
